This isn't software I've run before (and never will going by the attitude of the developer towards the users of the software), however I've just checked the StartCom root certificate for 'RTSSSetup721.exe' and isn't showing as revoked in the general availability version of Windows 10 (17763.348, 1809). If a certificate is revoked by a certificate authority, preventing the executable from running and not allowing end users to bypass the security feature is exactly what should happen, as it can't be trusted.

The StartCom root certificate in the certificate chain that's used to code sign the executable file, was/is showing as revoked for some people.

You could also just give out Its not a great practice, but I think its slightly better than giving them full administrator access or gimping SRP.     There are a few mitigations, like using a hash rule or whitelisting the exe (as you mentioned). Its very frustrating to try and secure this type of thing when you really don't want to relax restrictions on the users. It requires write access to folders in the Windows directory (god knows why), along with write access to its folder in Program Files, along with the temp directories as well. I have some Italian CAD/machining software that is the absolute worst. The problem with whitelisting the temp folders is that most malware ends up residing in there.
